Fraternal Twins?

Everyone knows that Subaru and Hokuto have to be fraternal twins. Why? Well, if for no other reason, identical twins are always the same gender. They'd be from the same fertalized egg that split into two, so it'd be impossible for one to be a girl and one to be a boy (I suppose there are possible ways since there are hermaphrodites, but it isn't likely).
As fraternal twins the only difference between them and any other two siblings is that they're born at the same time. Usually children have similarities between them because they're from the same parents, but to be able to be mistaken for each other? That doesn't happen as often. So why do Subaru and Hokuto look so much alike?
It's possible that CLAMP wasn't thinking of it that way when they first designed them. Twins = two siblings that look the same. Often in anime they'll give even fraternal twins quite a few of the same looks, usually same hair and eye colors. Usually they'll only be 'fraternal twins' because they're a boy and a girl (if they're both boys or both girls, it's just so much easier to make them identical). Moreso with Subaru and Hokuto.
Not only do they look similar in their stature, eye and hair color they've even given themselves the same haircut. It's possible they like to play as identical twins. They are best friends, and because they're part of the Sumeragi clan they depend more on each other than anyone else.
If I had to guess I would say it's Hokuto's idea. She's the one who dresses them. As far as looks go Subaru usually just goes with what Hokuto says. Since they do have so many similarities Hokuto might have wanted to play as identical twins. Maybe she did it so that if she ever lost Subaru she could just ask people "Have you seen anyone that looks just like me?"
Perhaps it's for fashion. When people see twins together they think it's cute. Usually people are only able to pick out twins is if they're identical. So having a girl twin, like Hokuto, model off her feminine clothes while Subaru can wear the boy clothes and still look like twins attracts a lot of attention. Hokuto loves to attract attention. It's the perfect way to show off her style.
It's also possible Hokuto was experimenting on Subaru one day and liked how his hair looked, so she cut hers like that too. She has a strange personality that is tomboyish, and at the same time she doesn't feel like she can't wear pink because she's being "boyish" either. Of all people she's the most willing to admit she likes something whether or not anyone else does.
Unfortunately, we never get to see Hokuto blossom into a full-grown woman the way we get to see Subaru grow up in X. We can see Subaru changes a lot when he's older, finally looking like a man. What would Hokuto have looked like if she had the chance to be 25? We may never know, and so we won't know how different they could have looked later on.
When it all comes down to it the most important thing is this: they sure look cute together, don't they?
